A European program to transform inactivity into opportunity through training, networking, and professional placement.
Across Europe, a significant number of young people between 18 and 29 years old are excluded from the labour market and from educational or training paths. These NEETs (Not in Employment, Education or Training) often experience social marginalisation, low self-confidence, and a lack of access to meaningful opportunities that support their personal and professional development.
SkillSphere was created to respond to this urgent need. The project builds on a proven socio-professional insertion methodology developed in Romania and aims to transfer and adapt it to different national contexts. Through a collaborative effort between eight partner organisations in Romania, Italy and Bulgaria, the project supports 180 vulnerable NEETs by offering them the tools, skills and guidance needed to regain autonomy and actively participate in society.
The project promotes a holistic approach to employability and social inclusion, combining training in digital, financial, legal and language skills with personalised mentoring, internships, and the development of online platforms for peer support. By involving employers, social enterprises and local communities, SkillSphere also works to strengthen the broader ecosystem needed to support long-term change.
In this way, SkillSphere contributes not only to upskilling NEET youth but also to fostering more inclusive, supportive and resilient societies across Europe.

SkillSphere in action: a pathway for the future of NEETs
Project activities
SkillSphere develops and implements an integrated path to support 180 NEETs aged 18–29 across Romania, Italy, and Bulgaria. The project begins with a thorough context analysis in each partner country to understand the specific challenges faced by young people outside education and employment.
Based on this analysis, the partners design and deliver a comprehensive training programme that includes digital skills, financial education, English language, legal knowledge, and career guidance. The training is followed by tailored mentoring to empower each participant to overcome personal and structural barriers.
At the same time, the project engages social enterprises and employers through roundtables and coaching sessions, aiming to strengthen their capacity to support and host NEET youth. This process culminates in the organisation of internship placements in real working environments, enabling 90 young participants to gain practical experience and improve their employability.
All activities are supported by an online platform, where NEETs can connect, exchange experiences, and access learning materials beyond the project’s duration.

It seeks to promote the participation of NEETs in training programmes and mentoring activities, while also facilitating their connection with social enterprises and employers. Through the creation of national and transnational networks, SkillSphere supports the organisation of coaching sessions, roundtable discussions, and internship placements to help young people gain practical experience and access real employment opportunities.
The project also includes the development of online platforms to foster peer-to-peer learning and ensure that support continues beyond the project’s duration. All activities are designed to promote autonomy, social inclusion, and sustainable engagement of NEET youth in the labour market.
